The way cloudflare works, is that is an "on demand" refresh, which means, when we update files and send a list of outdated files to cloudflare, they won't immediately start a replication of all new files on all their 270+ local nodes at the same time.
Instead, it's done on demand: when an user ask for a file that has been updated, and he's the first one in his area (his local node) to do that, cloudflare will actually download the file from our server directly and THEN other users (or you, trying another time) will download it from the local node.
That's why if you try several times, you'll see newer files being downloaded: cloudflare was still completing the replication of your node, which will complete only after all of them have been requested by the installer and updated on your node.
That's why using a VPN would help: it would connect you to a node that has been completely updated, so everything will work normally at the first try.
