This error seems to indicate there's a file with 0 bytes in length in your system, either in the scenery indexes folder:

C:\ProgramData\Microsoft\FSX\SceneryIndexes

Or an actual .BGL you have somewhere in your system which is 0 bytes in length.

Try looking for such files in the above folder first, and remove them, don't worry, they are just caches, FSX will rebuild them at the next restart. You can also remove the whole folder, FSX will recreate it again automatically.

I really hope you removed:

C:\ProgramData\Microsoft\FSX\SceneryIndexes

as I've told you. Because, if you removed the whole C:\ProgramData\Microsoft\FSX above it, you would also lose your scenery.cfg!
