loading issue all scenerys fsx

I have purchased all, sometimes when I load in, scenery is there, however 100% of time when I go to land at one of these airports the scenery is missing, however sometimes the buildings are there, but all gound textures are gone. found sometimes if I disable and then re enable gsx the scenery just magicly reappears and yes I have checked all show as activated both in sim and through the universal installer.  this is driving me nuts.  what is the fix for this issue
