Live update for GFX Pro - only installs first 3 of 37 steps?

I've been running the FSDT Live Update program multiple times - each time it seems to install the first 3 steps of a total of 37 steps, then quits. Can I assume this isn't normal? Even if it only needed to install just the 3 steps, why does it do so each time I run the program?
