"Rabbit" Lead-in-lights are frozen

At some hawaiian airports, such as PHNL, PHTO- the lead in lights (also known as "rabbits") aren't animating- they are frozen  in mid-phase, the best way I can describe it. Any ideas what the problem may be? This is under P3dv 3.4
