I live in Orlando and the Cloud 9 is OK but the afcad is ancient and there are new airlines that fly in there. So for now I use Blueprint because there is a problem with the frame rates.  I have the old Cloud 9 serial number but not sure if it would even work.  This is back when Cloud 9 was on their own.  Hopefully, the afcad will be updated some year.

Serial numbers never expires, you can install it without any problem, just update the Addon Manager afterwards, because the installer is still Cloud9.

About airline assignments, they are one of the easiest things to fix using any AFCAD editor, like the free ADE for example.
