And this is how the scenery does, the taxilights ARE turned off in daylight in the scenery!

If you take a better look at that screenshot, it's NOT taken at day but, most probably, very early morning or very late afternoon. I guess the user that made it, wanted to get the most interesting light, which happens at those times.

The issue is, Flightsim set the internal flag of the time of the day (which is what the scenery checks), but some times, depending on season/latitude, it might switch from dawn to day or from day to dusk, when the overall light of the scene still looks like "day", but it's not. I think that screenshot was probably taken few minutes before/after the switch so, lights were just turned on.

Ohhhhh... now I understand. Yes, I know what you mean when it depends upon the season/latitude; where it might switch from dawn to day or visa versa, when the light scene looks like day-time.
