The manual doesn't say anything because, those are the default library object from MSFS so, it was assumed users recognized it from being used in default airports, and would know it's not flashing.
We'll consider doing a replacement model that flashes, same as we made custom models for taxiway side light, centerline lights and ils transmitters.
