If you haven't activated the gate in GSX, then yes, it's normal it would be off.
All our docking systems always worked this way, since years, so we won't cause fps loss ( an active docking system is way more fps intensive than a static one ) by turning on all docking systems together, as seen in other sceneries, which is not just bad for performance, it's very unrealistic.
