It's kinda annoying that every scenery developer says, "our scenery must be at the top of the library" - but there can only be one at the top.
Well, every developer says so because it's just easier, considering that, to fix issues like that, one should check all your installed files.
Instead, the correct answer would probably be something like "our scenery must be on top of any sceneries that might conflict with it", which doesn't say much, unless you are able to find them yourself so, putting at the topmost layer, it's usually the easiest fix.
