This is normal, and it's surely NOT causing the "scenery blurry" (which is not very clear what it means). It's normal the files would be always downloaded, because they are patched while the sim is running to account for some changes required by P3D compatibility so, the online server stores the P3D version, and they are patched to run in FSX so, if you run the update, they are downloaded again because your local version is not the same as the online version, but this is entirely normal.
