First, Dallas doesn't use dynamic lighting so, whatever fps loss you are getting from it, is not caused by the scenery. Also, I cannot see any other lights (dynamic or not) at day, except for the PAPI on runways, see the attached screenshot.
Do you have low visibility ? In that case, it's normal, and it's of course a great scenery feature, that airport lights would be turned on.
