In P3DV4 I'm missing cloud shadows on the airport.

They work just fine, but you must be sure you enable the "Receive" checkmark for Simobjects, in the Cast/Receive panel of the Lighting section of the program options.

I have everything set to receive but KLAS doesn't work, PHNL and KLAX are fine.

KLAS works fine too, see the screenshot. What other sceneries you have installed in that area ? Maybe they are the cause of the problem.

I have Orbx SCA installed and their compatibility patch for KLAS installed.

And what happens if you disable it ?

The problem still occurs, but it seems that it isn't that there are no shadows, but that they are way lighter than the ones not on the ground poly, if i move the shadows you can see them changing but they are lighter than the surrounding area.

Many users complained about the cloud shadows to be too dark, so that's might not be a bad thing. They are clearly there. But have you noticed a difference if enabling/disabling Orbx ?

Disabling SCA didn't seem to change anything, this is what it looks like

I can see shadows on the airport just fine. But now I understand what you are referring to: they are visible everywhere on the airport (buildings and aprons), but not on the underlying ground textures.

We'll check this.

I can confirm this. Very weird. Everything gets cloud shadows except KLAS Ground textures. Has this ever been looked into?

We'll fix this when we'll release a native P3D4 version of the scenery, which is something we are looking into that right now.

Would it be safe to assume that this will happen after KORD, KJFK and KLAX? We already know you're working on that, so those are going (and should) take priority over KLAS.
