As discussed several times on the forum, there's only ONE way to disable jetways in a scenery, and it's with ANOTHER AFCAD. So, the only possible explanation why you don't have jetways, is that you still have a conflicting AFCAD.
Check if you use AES, because a problem with it will disable jetways too (AES has its own set of jetway-disabling AFCADs)
