Title: What's with all the additional runways in PHLI, PHTO, PHNL?

PHTO, PHLI, & PHNL have several non-visible runways heard through ATIS.  I opened the afcad files in AFX and they are 10 ft. in length, ice surfaces, and located either in the south pole (PHTO, PHLI) and the north pole (PHNL). Just curious.

It's a very well know method of allowing simultaneous crosswind operations.
