Title: runway lighting

I noticed that at night the green centerline lights come on on the taxiways but the blue outside lights don't.  Also I was flying into 22R last night and there were no PAPI lights.  Could this be a texture problem or a setting?  What is a good setting to use for Mesh, etc.  I have a fairly strong PC.  I would like it the most realistic as possible.
