I downloaded a free setting of the airport of Miami (KMIA), but when I go to change options for parking there!

This means the scenery AFCAD has errors, so it hasn't been accepted, including the customization option.

Or, even if it doesn't "errors", it might not be complete. Some freeware sceneries don't feature a complete AFCAD, they only add change/things, but GSX won't support this type of scenery: the AFCAD needs to be self-contained.
