Title: Wrong icaoprefixes in rules_handling

Hi,

In rules_handling.cfg, the icaoprefixes for Japan are wrong.
The correct icaoprefixes are RJ & RO(Okinawa Region), not couatl.icaoprefixes = RT.

I have rewritten these every time I do a FSDT Live Update.
I would appreciate it if you could fix it.
