Title: How to close a runway at JFK

How can I close the main runway at JFK in FS9? I want to replicate the runway closure. :P

Download ^.  Open the program, open JFKs AFCAD in the program, click on the runway, close the runway.

Ok, I feel like a noob.

I can't the AI to use runway 13L. I tried changing the wind to 130 degrees AND 310 degrees, but the AI always use runways 4 L/R and 22 L/R. How can I get them to use 13L?

Download AFCAD, and change the active to the runway you want everyone to land on.  You can get AFCAD by serching "AFCAD for FS2004" on Google.  ;)
