Title: Is the GSX Pro license user-specific?

When I run the Universal Installer, it asks for admin privileges and shows a Deactivate button next to GSX Pro.
I think this means that the license on GSX Pro is valid.

But when I run MSFS (as my normal user) and run GSX, it runs in demo mode, and only works at 3 airports.

So, is it because the admin user has the license rather than my regular user, or is there another reason?
