Title: Why FSDT live update keep downloading visual studio runtime

Hi support,

Why every time i ran FSDT live update, it keeps downloading visual studios 2013 - 2019.

It said "don't worry, if it's already installed or you already have a new version, it won't be reinstalled or downgraded" all the time.

Last update was successful. but after that, every time i ran the FSDT live update it's still downloading the visual studio and those file never installed anyway.

It's wasting time and bandwidth.

Please fix the bugs please.
