I am having continual issues with GSX since downloading the new addon. I have uninstalled and reinstall the program and I am getting the same message provided in the attachment.

You shouldn't post the screenshot of the dialog box ( we know how it looks like... ) but, instead, the content of the error log that same windows has asked you to open to check the error details.
And, before reporting any problems, always run the Live Update first, to be sure you have the most current update.

Your error shows an error that's simply shouldn't happen, because it say it cannot find an object named FSDT_Staircase_Cargo_BLUE, which clearly exists and is installed in the Simobject\PBR folder.
Could you please post ( ZIPPED ), your add-on.xml, located here:
Documents\Prepar3dv4 Addons\Fsdreamteam Addon Manager\add-on.xml

That's confirms the problem. The installer (or the updater) should have updated your add-on.xml file, but it hasn't for some reason. It's very likely caused by an antivirus or a similar interference from an external program.
Try this:
- Remove this folder:
Documents\Prepar3dv4 Addons\Fsdreamteam Addon Manager
- Reinstall GSX with the current full installer.

I thought we had it but no. Do I need to turn off my anti virus programs when installing?

Yes you should. You can follow my checklist for Installation of the new update: http://www.fsdreamteam.com/forum/index.php/topic,21209.0.html. I collected most of the problems that umberto answered and their solutions.

With "same result", you mean your add-on.xml is still the same as it were before, even AFTER you REMOVED the folder as I've suggested ? Please check it again.

you should disable your antivirus and firewall for the installation. Also install as administrator, so you have all rights you need to do so.
and last of all, don't install intot the Simulator's directory itself, choose another one for the Addon Manager...
With all those steps followed, it should work.

That error seems to indicate something ( antivirus, file permissions, simulator still running ) is preventing the DLL/EXE.XML files to be updated. Try after restarting Windows, without having started the sim in that session.

I have the same problem. Re-installed it more than a dozen times.
Just did it again. Anti Virus off, HittmanPro (firewall) off...
Attached files are the result...
I have no more clues what to do!

Your add-on.xml looks fine but, are you aware your Contenterror.txt contains almost 100 errors from all different add-ons ? Also, you entered in another thready by saying you have the "same" problem. Are you SURE it's the same problem ?
Please show your error log, so I can tell if you really have the same problem.

Are you still getting the same error about not being able to access the XML file ? If yes, please re-read my previous reply to you. I'll repeat it again here:

Impossible to help you with such sparse description of the problem. What do you mean with "I now cannot run the installer" ? Do you see any errors ? If yes, which ones ?

That error doesn't have anything to do with GSX, of course. Googling your error code, resulted in many thousands of hits, see for example this from Microsoft support:

If it were, everybody would have it just the same, and we would have the forum flooded by thousands of similar complaints, instead of just one.
From the reply on the Microsoft forum I linked, it looks like more of your Windows installation being crippled *possibly* due to a Windows update that didn't complete, or was in any other way not right for your system.

If I knew what it is, I would told you. Since this clearly not a GSX problem, you can probably search around for it, that's why I said googling that error results in thousands of hits, all unrelated to our software.
