As the title says, cannot get the panel to open. tried shortcut and also the .exe direct

Strange, it looks as if you lost the whole default airport objects file. Do you have this file under the simulator root folder ?
Scenery\Global\scenery\airport_objects.bgl ?

Yep, size 8634KB also have airport_objects.gsx same size

I have this problem as well. I have the airport_objects.bgl and .gsx
UPDATE:
I reinstalled GSX and when trying to open the GSX control panel I get this error message "Cannot open file C:\Program Files\Lockheed Martin\Prepar3Dv4\scenery\Global\scenery\airport_objects.bgl"
Would reinstalling the P3D scenery work?

You really don't have that file ? If that's the case, then yes, reinstalling the sim will fix it, it's a default file, fairly important (maybe not, if you only use payware airports)

I deleted the airport_objects.bgl and .gsx, ran the P3D scenery module and then the gsx installer and the gsx control panel still can't read the file

Are you SURE this is the correct folder ?
C:\Program Files\Lockheed Martin\Prepar3Dv4
And not, perhaps:
C:\Program Files\Lockheed Martin\Prepar3D v4
which is the default ? Could be your registry key is not matching the installed folder ?
