No there's no discount for those of us who already own GSX level 1?

It's an expansion, you cannot even buy or use it if you don't have GSX already.

As I've said, it's an expansion, so you cannot even buy it or use it if you don't have GSX already. Saying "discount for existing GSX users" doesn't make any sense here, since all Level 2 users are existing GSX users.

I"m asking because the add on manager wants a GSX level 2 serial, so do I have to purchase it at full price or will my existing GSX serial work.

It's an Expansion, so it's a separate product from GSX so, clearly, your existing GSX serial won't work. Yes, it's a paid expansion. That's what "expansion" usually means.
