Hi,
as far as I know ( older post here in forum) you should type the command line using case sensitive, like you typed on your Subject!  :D
If I am not wrong should be entered as:

airportCacheOptimizeSearch
airportCacheMaxBGLSizeBytes

Learned I was adding to the wrong file not couatladdons.ini the lines are for couatl.ini
