Check if both your DLL/EXE files are syntactically correct. The easiest way to do this, is to open them with Internet Explorer.
P3DV4 has the XML files at these locations:
%APPDATA%\Lockheed Martin\Prepar3d v4\EXE.XML
%APPDATA%\Lockheed Martin\Prepar3d v4\DLL.XML
%PROGRAMDATA%\Lockheed Martin\Prepar3d v4\EXE.XML
%PROGRAMDATA%\Lockheed Martin\Prepar3d v4\DLL.XML
You should check all four of them.

I have checked all this four files,There is nothing about couatl and addon manager.
I have reinstalled the standalone addon manager, nothing happen.
Can I added it by the notebook?

That's not what I've asked to do. It's normal you won't have the Addon Manager there, because that's how it's supposed to be. The Addon Manager is installed in its own add-on.xml file.
What I asked to do, instead, was to check if ALL your XML files are syntactically correct because, there might be a problem of loading other modules if one of them has an error.
That's why I suggested to open them with Internet Explorer, and see if there's any error reported. ALL 4 of them.

Oh,sorry. Here it is

Ok, the XML files are fine.
Try this:
- Disable the antivirus and reinstall the FSDT products
- Configure the antivirus to exclude the whole Addon Manager folder from scanning before starting the sim.

I have done these as you said.
Nothing changed.

There might be a problem with your VC++ libraries, some of them might be missing or corrupted. Try to download them from here:
https://www.microsoft.com/en-us/download/details.aspx?id=53587
Download BOTH 32 and 64 bit versions, install both of them.

I have uninstalled all the FSDT and FB secenry from both FSX and P3DV4. And after reinstall them it works well now.
Thank you Umberto!

Yes, we reinstall the VC++ runtimes from within the installers too so, one of them might have fixed the issue.
