It's entirely normal you see the FSDT sceneries greyed out, because that's how the Scenery Library works right now: the only sceneries that can be edited there, are those installed in the scenery.cfg, which is the legacy system, not the ones using the add-on.xml method, which is the new system that is suggested by LM all developers should follow.

So in P3Dv4 you can't change the order of FSDT sceneries after installation, or move other sceneries or libraries above them?

In P3D 3.4 and 4.0, you cannot change the order of a scenery installed using the official P3D installation method, using the SIM UI..
This, to clarify the problem doesn't have anything to do with FSDT, and it's not a limitation of the system itself, it's just a shortcoming of the SIM UI. However, since the add-on package system support custom layering, you can either edit the add-on.xml file manually, or use a free utility, such as the Lorby Addon Organizer:

Which allows to rearrange sceneries added using the new officially supported scenery installation method.
