Title: Issue of four letter code in japan

Thank you for great software. I will report small issue.
It isn't a big issue, so you correspond with other correction matters, and I'm happy enough.

You're describing Japan's "icaoprefixes" with "RT RJAA RJTT RJOO RJBB RJGG RJCC RJFF" in all setting files.
 [couatl.icaoprefixes=RT RJAA RJTT RJOO RJBB RJGG RJCC RJFF]

But four letter code of all airport in japan are "RJ"(exclude Okinawa pref.) and "RO"(only Okinawa pref.).

Almost setting can override "USERS" setting, but specific setting file (ex Pushback car)　has to change
the file directly and when running up-date, turns back.

So please revise "RT" to "RJ RO" in all setting files.
