Title: Suggestion: regional voicepacks

I miss the regional voice packs that the old other developer's addon had. I liked flying into a Spanish airport and having a man with a Spanish accent speak to me. In the future would you consider adding this? Allowing voicepacks to be set by ICAO code Such as airports starting K have an American person, etc. And the community could add their voice packs for different regions.

We might add support for it, like having a set of specs with empty folders, so users can create their own voice packs.
