I have the latest build ---Last updated 8-jul-16---  do i have to update with new  liveries as well or is that part of the main latest build

The full GSX installer always contains everything updated to the date you downloaded it, which means you might have to download the additional liveries if you downloaded it before the date of the latest update.

The update date of the installer we currently have online now, it's August 26th 2016 so, it's likely you would need to download the updated vehicles.
