I get the above error when parked at La Palma.

The "cruise speed must be positive" error usually indicates the scenery AFCAD has an error, like overlapping nodes, orphaned nodes, unconnected links, unreachable parkings, etc. You might try to fix it using the ADE or AFX "Fault Finder" options, or at least having an idea what's wrong with the AFCAD, and report it to the developers.
It might be also possible to fix it by changing the starting position of some vehicles with the GSX parking customization editor, perhaps that parking is simply too cramped or too small.
