Title: JFKv2 FSX: Hold short lights on Z for 31L?

The regular departure taxiway for 31L is taxiway Zulu. I see no hold short lights flashing to let me know the runway is in front of me. Shouldn't there be flashing hold short lights?

 The wig wags? It all depends on if they are there irl.
