problem during the design paint kit

Then you will simply have to assign to another operator (existing or created by you with the PaintKit) the OB code to the couatl.icaoprefixes of all vehicles sim.cfg files. Since OB has 2 letters, it will take precedence over the Emirates assignment of O, which is just 1 letter match.

but, now become the Emirates Merged and Bahraini ..
stairways and supply is Bahrain, but freight wagons is Emirates, (such as image above )

That's because the airplane you are flying is probably Emirates. As explained on the PaintKit documentation, the atc_airline_code of YOUR airplane affect the selection of the livery used for cargo pallets, and that is of course logical, otherwise you might see pallets unloading on arrival with a different livery than the one loaded at the departure.

The rest of the services, instead, is affected both by basic airport assignment in the couatl.icaoprefixes parameter AND the atc_airline_code of the *parking*

So, everything is working normally according to the documentation.
