Will the Honolulu airport entrances be hardened?

I noticed the elevated highway that runs behind the Honolulu airport is a hardened surface that a driveable vehicle can drive on and the exits into the airport aren't. It would be neat to be able drive into the airport and  park to "catch a flight" or explore the scenery more. Are there any plans to harden those elevated exits all the way into the airport? ???
