I don't understand your question, would you prefer NOT having all runways operating and going back to the FSX limitation of just one active runway at time ?
The crosswind runways doesn't mean they will always be used: still weather, wind, traffic and presence of an ILS will still dictate runway usage as per standard rules, the availability of crosswind runways only means they CAN be used, if needed.
