Can this be put in the Project Airbus A319 aircraft.cfg or intelliscene.cfg files?  I have GSX and when I press Shift+E+3, the doors for catering (rear doors) don't open.

Neither of them.

The GSX.CFG file you download here must be named GSX.CFG (as the download says) and should be put in your airplane root folder, under the Simobjects/Airplanes folder.
