Quick qestion about SA Addon Manager

just wanted to know if I have to download the manager every time with a new update or could I keep the exe on my computer and simply run it to download new files?

It's enough to launch the Addon Manager installer you have, provided it has been released with GSX or after it, older installers of the Addon Manager don't know how to Live Update GSX. The first version of the Addon Manager installer that works for GSX it's 2.9.0.1
