This goes to show why I still use XP/FS9...  This scenery was built for FSX; you need to understand the headroom for add-ons under FSX is very limited.  If you don't have duplicated afcads that could be causing the problem the only other thing I can tell you is what's been touted since the release of FSX, you need a newer (better) computer.  Most add-ons under FS9 are outstanding but expecting framerates over 5-6 in FSX over cities is overly optimistic to say the least (especially with a detailed add-on airport).  As far as the error goes it could be a number of things especially if your not using the SP2 version of FSX (Vista just got a new patch so you might want to try that).  All in all what your getting in FSX is just about right, I just realized what you were reporting.  5-6fps is about normal over cities with add-on airports in FSX.  At this point you have a few options:

1. Deal with it
2. pay $2000+ for another computer and $800 for another video card
3. Keep your existing machine and pay $17 at Amazon.com for a used copy of FS2004. 

With FS9 I'm averaging 25fps with Level-D's 767 on approach at dusk into KORD.  On takeoff from London (SimWing's Heathrow) I was at 30FPS so it's all in what your willing to put up with... :-\
