There's no difference whatsoever (provided, of course, you are using the current version of all installers), between the installers, they do exactly the same thing.
And besides, I've already explained, many times already, that if you are unable to add the scenery even manually, the problem doesn't have anything to do with the scenery itself, or the installer, since the installer is no longer in use at that point, and the scenery doesn't matter at all on the ability to add an area to the Scenery Library, since you can even add an area with an *empty* scenery folder, if you want.

I quit the FS - go to the scenery but there r no buildings
- so there is even something wrong when I add them manualy
