No cargo (I am sure this has been asked...)

If a flight plan is imported from Simbrief with "zero" hold cargo then why do the cargo loaders etc show up with containers and bags?

Because GSX always call at least 1 loader, so users won't think GSX is bugged because they had an empty airplane when the called it.
