Magical floating cargo pallets

Cargo pallets are not being moved onto the loader prior to the loader moving up - although otherwise, seems to load the cargo correctly.
Similar thing happens on offloading cargo pallets.

I recently updated to 3.4.0, so I suspect this is a regression in that version.
