Restarting OS was not required.  I now have a fully functional suite of FSDT product and a beautiful KLAX in P3D:

I just did exactly the same manipulations as you and it doesn’t work.
my VIRTUALI "couatl.ini" file remains empty, but the "couatl.log" file is filled with info.
I’ve been getting angry with these programs for months. I am on FSX and you cannot use the "installer" to install the programs. It only takes into account updates.

It's entirely normal you can't use the FSDT Installer to install into FSX. The only reason why you can to install into MSFS, it's because our MSFS airports don't have a Trial version, so their installers are not always freely available to download, and the FSDT Installer represent an "universal" installer for all of them.

FSX products don't need this, because their installers ARE freely available, so the FSDT installer only deals with their updates.
