Not OP, but I see the same issue and my FPS is locked in NCP at 36.

I'm sorry, but I cannot reproduce the problem. Tried both with frame rate unlimited, or locked at 30 ( with the sim ), don't have the NCP so I haven't tried that one.

For sure, you must disable "Advanced mouse controls", otherwise the mouse wheel will be used to zoom the view, so you can use it to rotate objects, but I can't see any issues with just clicking.

And, I find easier and faster to use the mouse to move objects, and the F7/F8 keys to rotate them, especially considering that rotation is snapped to regular intervals aligned when the parking heading, while the mouse wheel always rotate freely, so it's more difficult to align to the parking precisely.

Unlocked in the sim, limited by VSync to 30Hz hardware refresh rate.

Tried that too, no difference, it catches all my clicks just fine.
