Yes, it's seems OrbX still hasn't updated their AEC utility to detect sceneries installed in the proper V4 way (using the add-on.xml), so that utility cannot automatically detect them.

Virtuali....I have completed 2 flights from/to FSDT airports without any problems.  I assuming the problem has been resolved although I'm not sure what initially caused the problem.  The Orbx Vector AEC function is potential still a problem.  The original problem started on an approach into KMEM when the scenery didn't load properly and the airport hadn't been disabled in the Vector AEC?
