PayPal payment declined

Just tried to order KIAH using PayPal, Paypal put the transaction on hold then declined it saying “To comply with regulatory requirements, we had to decline this payment and refund your money.” Any idea why?

Uuse a different payment system, since PayPal is clearly not reliable, and unsupportive to begin with.
