Couatl Not Working

If Windows says the file is missing, than it's missing, no question about it.

"missing", might not really mean physically "missing", but not correctly registered in the registry so it's easy to be mislead into thinking the file might be ok "because it's there", but it might not be correctly registered in the registry, or might not be the right version and it's possible another application you are running is preventing the MS VC++ installers to update it.

I'm sorry but, the problem is clearly a VC++ installation issue, and doesn't really have anything to do with our products, which must rely on your system libraries being correctly installed. If you search online for this error, you can see it affects different kind of products, and it's always fixed by fixing the VC++ libraries.

For some reason I can't get any windows updates as it endlessly searches and when I try to use my upgrade to Windows 10 it won't update either.

That might be another indication that your system has a problem. Try this, found by simply typing "endless windows update loop" in Google...
