couatl add on manager does not load

After getting a new PC I reinstalled a few FSDT airports a little earlier today and flew around some of the areas with no issue. Now as I am loading FSX I noticed Couatl add on manager is not appearing in the menu, so none of my airports are loading. I re installed couatl but it is still not appearing. Any idea why it loaded a little while ago but not now?
