Couatl not loading when reinstalling Geneva

Hello. I'm reloading all my FSX on a new hard SSD, and can't get past Geneva and COUATL. The airport looks like it loads OK, but the COUATL does not load, even if I try to run it directly from the directory. I have Windows 10 loaded and FSX and many other add-ons all working well. The install process downloads COUATL, but messages I notice are that GSM does not get expanded, neither does PYTHON and COUATL. Another person mentioned 'COUATL loaded OK after 3 attempts, well I'm well past that number of attempts. Please help. Love your airports, I have a few. Thanks Bob
