This question is obviously entirely useless because, if you cared to read the DOCUMENTATION, it would have been obvious that the airport .INI file doesn't have anything to do with the ground handlers.

Same as above. Since you are already complaining, before even trying to understand how it works, you are now launching yourself again into an absurd comment, which is blatantly wrong because, THANKS to how GSX is made, which would have been obvious if you cared to READ the documentation, that there's NO NEED for "internal program changes" to affect ground handlers, and that's an entirely DOCUMENTED procedure.
But of course, if you don't even try to READ the documentation, you would never know that...

But since, in order to make the changes discussed in the documentation, you'll have to be on the PC that GSX is installed into, the whole argument is moot anyway.
